You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for the Employee Benefits Specialist, as described below. For GS-07: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-05 in the Federal Service. For GS-09: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-07 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA’s) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-07 includes: Experience in updating information in various databases and preparation of reports; Experience with research and writing, oral communication and group presentations. OR 1 full year of graduate level education; if related; OR Superior academic achievement (S.A.A); information regarding S.A.A can be found in OPM’s General Schedule Qualification Policies.S.A.A. is based on a qualifying Bachelor’s Degree and (1) class standing, (2) grade-point average, or (3) honor society membership. Class standing — Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (G.P.A.)– Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 (“B” or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 (“B+” or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Election to membership in a national scholastic honor society — Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed by the Association of College Honor Societies (external link). Qualifying specialized experience for GS-09 includes: Experience in fact-finding research and presenting findings and recommendations; Experience in compiling data to prepare reports; Experience in evaluating policies and procedures to determine gaps where additional guidance is needed. OR 2 years of progressively higher level graduate education leading to a master’s degree or master’s or equivalent graduate degree; in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work; OR LL.B. or J.D., if related.
The position is a program analyst, project manager role that has technical Employee Benefits Plan expertise and knowledge. The purpose of this position is to supplement the current Employee Benefits Plan work completed by Investigators, Law Specialists, and Advisors with technical knowledge and assistance as determined by the organization and supervisor. This position is Inside the Bargaining Unit.
