Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience interpreting contract policies, principles, practices and procedures in order to provide guidance with respect to procurement issues and contract administration. Experience preparing solicitation documents, performing technical and cost evaluations for proposals submitted by vendors. Experience preparing written communication such as drafting statements of work, work orders, letters, memos, reports, and correspondence. Experience communicating orally with diverse audiences such as customers, colleagues, and management. There is no substitute of education for specialized experience for the GS-14 position. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
The subject position is located in the Bureau of Administration, Office of Operations (A/OPR). The incumbent functions primarily as a senior level management analyst and authority in providing consultative, evaluative and program policy advice to the Deputy Assistant Secretary for Operations (DAS) and the Managing Director.
