To qualify for this position, applicants must meet time-in-grade and specialized experience requirements by the closing date of this announcement, 12/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-07 Grade Level – Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in Federal Service, that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of a Program Analyst (Clinic Profiler) at a developmental level, and that is typically in or related to the work of the position to be filled. Examples of specialized experience would typically include, but are not limited to: Assists with analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; Communicate effectively orally and in writing; Knowledge of all VA scheduling packages and ambulatory data capture applications, other non-related packages interfacing with the ambulatory data capture program, and other applications pertinent to outpatient clinic profile management and data collection; locate, extract, interpret and generate reports related to clinic practice. Examples of specialized experience would typically include, but are not limited to: Independently analyzes problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; Knowledge of all VA scheduling packages and ambulatory data capture applications, other non-related packages interfacing with the ambulatory data capture program, and other applications pertinent to outpatient clinic profile management and data collection; Select, interpret and apply regulatory guidelines, precedents, and protocols to process clinic profile requests involving complicated decisions with multiple factors; Multi-task with multiple departments and assignments; Locate, extract, interpret and generate reports related to clinic practice; And knowledge of various software applications and databases to develop reports and manage data. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee. The primary purpose of this position is to perform Program Analyst duties, responsible for providing a high level of administrative and data support. Personnel assigned to this role fill a Clinic Profiler position, responsible for ensuring accurate creation, validation, and management of clinic profiles.
