In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Support Positions, Transportation Clerk and Assistant Series 2102. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of transportation regulations relating to the worldwide movement of cargo, passengers, and aircraft. Work requires extensive practical knowledge of specialized shipments needs to identify the appropriate shipping method, services, and special handling required. Knowledge of a variety of transportation activities and their relationship to other activities to investigate errors that require for example, reconstructing and reconciling incomplete information, conducting extensive searches for required information. Knowledge of transportation computer systems such as Global Air Transportation Execution System (GATES), Global Transportation Network (GTN), Defense Logistics Agency (DLA) Tracker, to reconcile errors, such as tracing passenger’s bill of lading and billing of date. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time–in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of the full range of aerial port and transportation operations as related to the movement of a wide range of specialized shipments to include regular movement of oversized, heavy haul and security risk items. Thorough knowledge of the instructions, regulations, directives, local operating procedures, and others regarding movement of a wide range of specialized shipments to include regular movement of oversized, heavy haul, and security risk items. Skill and ability to review, analyze, and evaluate transportation data input into automated data systems requiring knowledge of one or more automated transportation databases with ability to generate a variety of reports. Ability to respond to a range of questions from government agencies, activity personnel, customers, commercial carriers, and/or others regarding the shipment and storage of household goods. Ability to communicate effectively, both orally and in writing. Knowledge and ability to provide on-the-job training to new employees in accordance with established procedures and practices and to independently manage and lead the staff in new and updated procedures, processes and/or systems. Knowledge, skill, and ability to ensure functions of the section run smoothly, the distribution of work, reviewing and processing documentation are in accordance with established guidelines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
