BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A bachelor’s degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience includes knowledge that prepare scoping plans, specifications, design analysis, maps, reports, as well as comprehensive and environmental range planning. Knowledge of research and development of applications of Geographic Information System (GIS) to include automated mapping and facility management. Expertise required is broad in scope and complexity and requires the ability to develop unique applications of GIS theory and principles to long-range environmental planning, facility management, and day-to-day operations and maintenance management activities. Knowledge of planning, programming and budgeting for the resources to support these plans. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. COMBINATION OF EXPERIENCE AND EDUCATION: courses equivalent to a major in biological science, agriculture, natural resource management, chemistry, or related disciplines, plus appropriate experience or additional education. Ideal Candidate Statement (cannot be used for qualification determinations): Candidate is an experienced user of ESRI’s ArcPro software and the 3D Analyst, Spatial Analyst, and Defense Mapping extensions. They have 2 or more years’ experience working at an Air Force installation in a GIS Analyst role. They have certifications to fly 2 or more small Unmanned Aerial Systems. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of natural resources management principles and practices sufficient to perform the full range of duties connected with development and implementation of short and long-range ecosystem management plans. Professional knowledge of ecosystem management principles, landscape ecology, ecological monitoring, environmental assessments, mitigation techniques, silvics, dendrology, reforestation methods, prescribed burning techniques, timber stand improvement techniques, and harvest systems; along with knowledge and skills in related fields of wildlife habitat management, plant genetics, hydrology, soil science, wetland management, and geology to develop long-range plans and assess environmental impacts which provide solutions to complex mission, environmental, and intense public-use problems. Knowledge of environmental and conservation laws and regulations. Extensive and detailed technical knowledge of Geographic Information Systems. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. The primary purpose of this position is to perform professional work such as study and develop planning methods and implement tools/techniques to apply to future range needs and to perform technical work in geospatial sciences for meeting future range needs of the 96th Test Wing.
