Selective Placement Factor (SPF): This position requires registration as a Professional Engineer (PE) and Certified Energy Manager (CEM). You must provide a copy of your current registration with your application for verification. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying engineering theories/principles/concepts/standards/methods to implement standard practices, equipment, devices, processes, and techniques in the areas of Utility procurement, Utility load analysis and forecasting; 2) Analyzing and reporting on Utility financial matters; 3) Developing new approaches to solve utilities ownership and energy management problems that involve utility operations and energy conservation initiatives; 4) Solving utility and energy problems associated with design concepts, operation, and maintenance of utility generation and distribution systems; 5) Developing conceptual designs of utility systems/utility support services/energy conservation measures to determine deficiencies with corrective measures; and 6) Developing and applying Utility unit costs.
