Minimum Qualification Requirements You may meet the minimum qualifications for the GS-12, if you possess the specialize experience. Specialized Experience for the GS-12 One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience in developing and revising Departmental Directives (policies including Directives or Handbooks). 2. Experience in creating and maintaining systems for assessing the effectiveness of programs/management processes. 3. Experience in analyzing or evaluating new or modified policies, regulations, objectives. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Knowledge of analytical and evaluative methods and techniques to issues or studies concerning the efficiency/effectiveness of program operations or substantive administrative support functions and organization structures. 2. Knowledge of the major issues, program goals, and objectives, work processes, and administrative operations of the organization. 3. Skill to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve work operations in a program or support setting. 4. Skill in adapting analytical techniques and evaluation criteria to measure/improve program effectiveness/organizational productivity. Experience developing, analyzing, and evaluating new or modified program/management policies, regulations, goals, or objectives. 3. Experience providing expert advice, guidance, and technical assistance in coordinating the development and revision of Departmental Directives (policies including Directives and Handbooks). The position is telework eligible consistent with the Agency’s telework and remote work program policy. This position is located in Office of Finance and Operations, Executive Office. Incumbent analyze and advise management on the evaluation of the effectiveness of programs and operations or the productivity and efficiency.
