CIVILIAN PROGRAM MANAGEMENT ANALYST

GS-13: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following: 1) Extensive experience advising on and performing classification and staffing human resources functions, and managing various civilian programs such as Performance Management, Awards and Recognition, Senior Executive Service (SES), Senior Leaders (SL), Highly Qualified Experts (HQE), Special Government Employee (SGE), Travel Orders, Overseas/Return Rights, etc.; 2) Recommending and developing strategic program requirements to meet command goals and priorities; 3) Interpreting complex legal and policy theories and apply them to analysis of requirements, resources, and organizational design requirements; 4) Developing plan of actions, milestones, analysis of alternatives, and leading cross-functional teams when required; 5) Providing oversight of subordinate units and coordinating with higher headquarters. Specialized experience includes duties related to the following: 1) Assisting managers in identifying skills criteria to recruit for high quality candidates from all sources; 2) Interpreting legal and policy theories and apply them to analysis of requirements, resources, and organizational design requirements; 3) Demonstrating advanced program management ability to develop plan of actions, milestones, and analysis of alternatives required for team effectiveness; 4) Working knowledge of a combatant command and coordinating with higher headquarters; 5) Demonstrating ability to perform required duties with little to no supervision and self-guided execution of complex projects and tasks.
