OPERATIONS AND TRAINING SPECIALIST

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in the National Guard. Selectee will be required to wear the military uniform. OPEN AREAS OF CONSIDERATION: AREA 1, 2,3, 4 Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) – Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed. Area II: All Members of the Vermont Army National Guard. Area III: Currently assigned service members in other branches of the military outside of the VTNG, to include those assigned to Active Duty, Reserve or other state’s National Guard. Area IV: All individuals able to and willing to become members of the Vermont National Guard including prior service not currently assigned to a military component and non-prior service US civilians. Military Grades: Enlisted: PV1/E1-SFC/E7 MINIMUM REQUIREMENTS:Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. SPECIALIZED EXPERIENCE:1-year specialized experience, education or training equivalent to at least the next lower grade level. Applicants must have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Applicants must have a thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures. Length of time is not of itself qualifying. Candidates’ experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant’s record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics): Knowledge required to assure ranges, training facilities, training aids and devices are available to users of the training site. Knowledge required to review training project proposals and recommends to the Operations and Plans Officer approval, disapproval, or modifications. Knowledge required to develop installation policies and regulations governing range safety, training, medical evacuation and other emergency procedures. Skill in preparing budget requirements. Skill in developing guidelines for preparation of training programs. Ability to work independently. Ability to apply knowledge and techniques of training management assuring required ranges, training facilities, training aids and devices are provided to support training needs of users of the training site. Ability to conform to established policies and accomplishment of training objectives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. OTHER REQUIREMENTS: -This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for an Operations and Training Specialist, Position Description D0607000 and is part of the Camp Ethan Allen Training Site of the Vermont Army National Guard The purpose of this position is to manage and direct the activities of the Operations and Training Division assuring ranges, training facilities, training aids and devices are available to users of the training site.
