SPECIALIZED EXPERIENCE / EDUCATION is experience and education which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. To qualify for this GS-09 position, you must meet the Specialized Experience, Education, or a combination of both as described below: Specialized Experience – Must have at least 1-year specialized experience equivalent to at least the next lower grade, GS-07. Experience, education, or training, involving the movement of freight or passengers and determining transportation and operating costs. Experience participating in the direction and coordination of traffic management functions. Experience interpreting and providing routine advice on carrier tariffs and related routing guides. Interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. Experience in making effective presentations both orally and in writing. Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization’s personnel, freight, and/or other commodities. Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint. Analyzes and advises on transportation considerations relative to the domestic and international movement of equipment, supplies, and personnel via all commercial transportation modes. OR Education – Possess a master’s, an equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree. Major study must be in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. NOTE: In order to be considered for this position using education as a basis of qualification, you must submit a copy of your transcripts. OR Combination – A combination of Specialized Experience and Education as described above. Only graduate education in excess to 1 full year of graduate level education may be used when combining education and experience to meet the total qualification requirements. NOTE: In order to qualify for this position using a combination of experience and education, you must submit a copy of your transcripts. **If submitting transcripts from foreign universities/colleges, you are required to submit a credential evaluation from a private U. S. organization that interprets your foreign education or degree. To be acceptable for Federal employment, foreign education must be equivalent to education or degrees acquired at accredited colleges, universities, or educational institutions in the United States. EXPERIENCE REQUIREMENTS: Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification. Length of time is not of itself qualifying. Your experience will be evaluated on the basis of duties performed. Your record of experience, training, and education must show possession of the following knowledge, skills and abilities needed to fully perform the duties of the position: -The employee applies a practical knowledge of industry practices and procedures and the established regulations, requirements, and techniques related to a transportation functional program. This knowledge is used to perform independent work involving specified segments of large projects or well-defined projects of lesser scope that require the application of standardized traffic management methods and procedures. The work requires skill in analyzing and interpreting technical transportation requirements and guidelines to perform a variety of assignments for which there are general precedents. The employee uses knowledge of transportation regulations to analyze and resolve problems of a procedural or factual nature, e.g., determining mode and carrier according to priority assigned shipments or consolidating shipments to achieve economies in the packing and movement of material and the movement of passengers.
