To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2022. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position, you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience Requirement: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel; skill with information management systems to support patient flow analysis techniques, including database management, database analysis, and reporting, and flowchart software; have strong computer skills including SharePoint Databases, Scheduling Packages, CPRS, FBCS, VistA Imaging, third party portals, and must be able to serve as service level POC for Human Resources, Fiscal, OI&T, and Quality Management; prepare reports on all areas of the program that will be required of VA Central Office, Chief of Business Office, VISN 8, and the Healthcare System. OR, Education: Applicants may substitute education for the required education. To qualify based on education for the GS-11 grade level, you must have earned a PhD or equivalent doctoral degree (including LL.M. if related) or I have completed three (3) full years of progressively higher-level graduate education leading to such a degree (Transcript required). OR, Combination of Experience & Education: Applicants may also combine education and experience to qualify at this level. You must have an appropriate combination of specialized experience and education (Transcript required). You will be rated on the following Competencies for this position:

Physical Requirements: The work is performed in an office setting, with some traveling to conferences and training. The position would require some walking, prolong standing, bending and occasional carrying of light items (up to 15 lbs.) from one area to another. The work involves extensive use of the telephone and computer. The primary purpose of the Supervisory Administrative Officer position is to provide direct support of the Chief of Community Care in assuring that service level goals and objectives are being accomplished. The incumbent will work with a variety of employees from various sections and workgroups both within and outside the department in order to carry out primary responsibilities.
